2120/1871 Tekintetes úr Az alakulóban lévő „Zombori magyar izraelita nőegylet”-nek az egylet ideiglenes elnöke Stein Márkné által felterjesztett alapszabályait mellékelve azzal küldöm meg tekintetes uraságodnak, hogy azokat az egylet ideiglenes elnöke által aláíradván, törvényes bemutatási záradék rávezetése végett terjessze fel. Fejezet Az egylet neve és czélja 1.§ Az egylet neve “ Zombori izr. jótékony nőegylet” és czélja: a.) házi különösen nőnemű szegények segélyezése kiváló tekintettel a betegek kereseteképtelenek – özvegyek és árvákra b.) egy tartaléktőke alapitása előre nem látott esetekre. Alakulás 2.§ Legalább negyven taggal az egylet magát megalakultnak nyilványitja, működését az alakulási közgyülés megtartása után azonnal megkezdvén. A tagok kötelezettségei három egymásutáni évre terjed, és a harmadik év után megujittatnak. Az egylet székhelye és terjedelme 3.§ az egylet székhelye Zombor, hatásköre a város területére szorítkozik és a helybeli szegényekre kiválló tekintettel leend. Jövedelem 4.§ Az egylet bevételei a következők: a) rendes tagok évi járulékai és az alapítók által befizetett tőkék kamatai b) ajándékok c) Esetlegesen hagyományok vagy alapítványok, melyek a hagyományozók vagy alapítók akaratához képest felhasználtatnak. Minden jövedelmi forrás fölött a pénztáros külön könyvet vezet és azt a közgyűlésben közzé teszi. Tartalékalap 5.§ Az első §b. pontja értelmébeni tartalék alap alakítására az évi tiszta jövedelem huszonöt százaléka fordítattik. Terjesztés 6.§ Az egyleti czélok előmozdítása minden tag szívére köttetik, főleg minden alkalom megragadása ajánltván, melynél fogva tolakodás nélkül új tagok szerzése vagy ajándék nyerhetése eszközölhető. Ez okból minden ujonnan férjezett nő a belépésre felkérendő és a családi életbe mélyebben bevágó események, mint házasságok, születések vagy halálesetek alkalmával az egylet javára gyűjtés eszközölhető. Ügykezelési nyelv 7.§ Az egylet ügykezelési nyelve a magyar, azonban tárgyalási vitáknál a német nyelv is használható, valamint az egyleti könyvek is ez utóbbi nyelven bevezethetők. II. Fejezet Tagok, ezek jogai és köteleséégei 8.§ Az egylet tagja lehet minden nő, ki az évi járuléknak három éven keresztüli fizetésére magát lekötelezheti és tettleg kötelezi. Az egylet rendes, alapitó és tiszteletbeli tagokból áll. Rendes tag 3 éven át 6 forintnyi évi járulékot fizet. Alapitótag az, ki az egyleti vagyont legalább 5 forintnyi összeggel gyarapítja. A rendes tagság önkéntes belépés által érhető el. E részben bejelentések vagy közvetlen a belépő által vagy pedig egyleti tag által mindenkor az elnöknőnél vagy választmányi tagnál eszközölhetők. A rendes és alapító tagok végleges felvétele szótöbbséggel és titkos szavazással az igazgató választmány által történik. Tiszteletbeli tagok azok lehetnek, kiket az egylet iránti érdemeik elismerésül legalább 2/3 szótöbbséggel a közgyülés ilyenekül megválaszt. A tagok jogai, melyek másra át nem ruházhatók: 1. személyes részvétel a közgyűlésekben, ugyanott inditványozhatása és szavazás. 2. a választmányba választás és választhatás Ez utóbbinál kivétel történik ha az egyleti tag nem zombori lakos. 3. Szükölködőknek segélyezés végetti bemutatása vagy ajánlása. 4. új tagokul fölvendők ajánlása. Ellenben a tagok kötelesek: 1. az alapitó tagok az aláírt összeget (8.§ szerint), a rendes tagok pedig az évi járulékot havonként előre befizetni. Az évi illetéket nem pontosan vagy épen nem teljesítő tagok a befizetésre biróilag is szoritkozhatnak mely esetben a zombori sommás biróság illetékességének minden egyleti tag az egyletbe belépés által magát hallgatag aláveti. 2. Az egyleti czélok előmozdítására erőikhez képest működni. Ha valamely tag az aláírási évek folyama alatt meghaláloznék, az egylet csak azon hátralékot követelheti, mely a halálozásig netalán fizetetlen maradt. Ha pedig egy egyleti tag az aláírási évek folyama alatt lakhelyét változtatja, nem köteles tovább fizetni. III. Fejezet Az egylet igazgatása 9.§ Az egylet ügyeit az igazgató választmány vezeti és intézi. 10.§ Ezen választmány egy elnöknő - egy alelnöknő – hat választmányi asszony – egy titkár- és egy pénztárnokból áll. Ezen tisztviselőket a közgyűlés titkos szavazással választja meg. 11.§ Az egylet igazgatása és az egyleti vagyonnak kezelése az igazgató-választmány feladata és az egyleti vagyonnak pontos és hű kezelésért együttlegesen felelős. Ha egy választmányi tag ebbéli állásától magát felmentetni kivánja ezen szándékát az elnöknővel tudatja, a kilépő tag a legközelebbi póttag tehát aki választáskor legtöbb szavazatot nyert, foglalja el. 12.§ Az igazgató választmány rendesen minden hóban összegyül és legalább négy választmányi tag jelenlétében hozhat érvényes határozatot. Az elnökséget az elnöknő vagy akadályoztatás esetében az alelnöknő viszi, a ajegyzőkönyvet a titkár vezeti. A jegyzőkönyv hitelesítése az elnökség, a titkár és egy választmányi tag által történik. A választmány teendői 13.§ 1. a tagok felvétele 2. Tíz forintig terjedő kiadások vagy segélypénzek engedélyezése 3. a segélypénzek egyenkénti megállapítása 4. az egyleti általános leltár készítése és nyilvántartása 5. a rendes kiadásokat felülmúló és illetőleg az 5.§ értelmében a tartalék alap alakítására és növelésére szánt pénzjövedelmeknek mindaddig mig a közgyülés irányukban határozand, gyümölcsözés végett valamely közintézetbe való teljes biztonsági elhelyezésre. 6. az elnöknő hatáskörében el nem intézhető ögyek, beadványok elintézése, azok kivételével, melyek egyenesen a közgyülés elébe tartoznak 7. a 20.§ban felemlített ügykezelési rendszabályt megállapítani és ezt a tapasztalt szükséghez képest felső jóváhagyás után időként módositani. Az elnöknő teendője 14.§ Az elnöknő az egyletet hatóságok és más harmadik személyek irányában képviseli, teendői következők: a.) az igazgató- választmányi ülés és a közgyűlés egybehívása. b.) az üléseknél elnöklés. c.) az egylethez intézett iratok átvétele és a levelezés. d.) az összes pénzbeli jövedelem átvétele és a pénztároknak térítmény melletti átadása. e.) a pénztár állapotának megtekintése. Sürgős esetekben az elnöknő pillanatnyi segélyt is utalváyozhat de az ebbéli összegek havonként csak öt forintra rughatnak, és a legközelebbi választmányi ülésben igazolandók. Az elnöknő köteles a közgyülésben lefolyt egyleti tevékenységét és annak eredményét főkivonatban előterjeszteni. A pénztárnoki számadást felülvizsgálat végett bemutatni, a közgyűlés napját a tanácskozás és határozat hozatal végett előterjesztendő tárgyak előadásával közgyűlés előtt legalább 3 nappal közhirré tenni, a választmányi vagy közgyűlési határozatokat és megbízásokat teljesíteni és pontosan teljesítettni. Alelnöknő 15.§ Az alelnöknő az elnöknőt akadályoztatás esetében helyettesíti és annak teendőit végzi. 16.§ A választmány összes tisztviselői és tagjai három évre választhatnak és újra megválaszthatók. Pénztárnok 17.§ Egyleti pénztárnokul egy jellemes és anyagi biztosítékot nyujtó egyleti tag választandó. A befolyt pénzeket az elnöknőtől elismervény mellet a pénztárnok veszi át s az átvétel napját, úgy az illető összeget könyvileg bevételezi, megjegyezvén, vajjon a pénz évi járulék, adomány, vagy kamatként folyt -e be a pénztárba. A kiadásokat ő teljesítí az alább következő modorban: • a pénztárnok által foganatosítandó elnöki intézkedés, választmányi vagy közgyűlési határozat folytáni utalványoknak az elnöknő vagy helyettesének aláírásával és a titkár ellenjegyzésével, végre az engedélyezés vagy utalványozás kelte és számával kell ellátva lennie, hogy általa az összeg kiszolgáltatthassék. • A pénztárnok köteles az év végével kellőleg okadatolt számadást készíteni és azt az elnöknőnek kézbesíteni, hogy az a legközelebbi közgyűlés elé végleg és felülvizsgálás végett előterjeszthesse. • Az egyleti pénzek, míg irányukban a közgyűlés vagy választmány nem intézkedik a pénztárban természetben őriztetnek. Titkár 18.§ a titkár teljesíti az egylet ősszes fogalmazványait, hirdetményeit, vezeti a jegyző és egyéb egyleti könyveket, fölügyel a levéltárra ls ellenjegyzi az egylet nevében kibocsátott iratokat, okmányokat, továbbá az elnőki, választmányi vagy közgyűlési pénzbeli utalványozásokat, nem különben valamely hatósághoz intézendő beadványokat. 19.§ A pénztár és titkár három évre választatnak ugyan, de ha a kiszabott időnél előbb szándékoznak lemondani ebbéli kivánságukat az elnöknőnek irásban bejelentvén ez az ujabb választás eszközlésére az igazgató választmányt egybehívni köteles. Magától értetik, hogy a kilépni kivánó tisztviselő elvállalt teendőit folytatni köteles mindaddig, míg utódjának hivatalát át nem adja és a választmánytól felmentést nem nyert. Az egyleti tisztviselők kötelezettsége a számviteli könyveknek vezetése és az ülésekbeni tárgyalás módja különös ügykezelési rendszabályban fog megállapítatni. IV. Fejezet A tartalék tőke 2.§ az 5.§ értelmében alakítandó és külön kezelendő tartalék alap ezer forintra rugván az elnöknő rendkivüli közgyűlést hirdet, oly czélból, hogy meghatároztassék vajjon valamely jótékony intézet szervezése megkezdessék vagy sem. A közgyűlés 2.§ Az egylet évenként deczember hóban közgyülést tart, a gyűlés napja minden (rendes) tagnak az elnöknő által aláírt meghívójeggyel tudtul adatik. Az elnöklés az elnöknőt vagy alelnöknőt vagy ezek helyettesét illeti és a titkár mint jegyző szerepel. A közgyűlés 25 tag jelenlétében határozatképes és szótöbbséggel határoz. Közgyűlési teendők 2.§ Az igazgató választmánynak megválasztása a 11.§banm foglalt eljárás szerint. Az évi számadások felülvizsgálása, az egyleti igazgató választmány tevékenységéről és az e részbeni eredményről szóló elnöki jelentés tárgyalása és az egylet fennállásásra és emelésére szükséges intézkedések. Az egylet fölosztása vagy alapszabályai megváltoztatását czélzó és egyéb alapszabálybeli inditványok és javaslatok fölötti határozat hozatal. Az egylet feloszlása vagy alapszabálymódosítása iránti javaslatok a közgyűlés elött legalább 8 nappal az elnökséghez irásban benyujtandók. Felettök kétharmadnyi szótöbbség dönt. A feloszlási határozattal egyszersmind kimondandó, mily jótékony czélok lesznek az egyleti vagyonnal előmozdítandók. Rendkivüli közgyűlés 2.§ Rendkivüli gyűlésnek vagyon helye midön 12 tag ezt írásban kívánja, egyébbként az igazgató választmány kivánatára is egybehívandó. Az egybehívás és tárgyalás módja az alapszabályok szerint történik. V. Fejezet Az egylet feloszlása 2.§ Az egylet megszüntetése rendes vagy rendkivüli közgyűlésen indítványozható erre az egybehívás a fentebbi § szerint történik. A feloszlás elhatározása és kimondására azonban az egyleti tagok két harmadának beleegyezése és a határozatnak felsőbbileg való jóváhagyása szükséges. Ha a közgyűlésen a tagok legalább két harmada meg nem jelennék, 14 napra új közgyülés hirdetendő, azzal, hogy a jelenlevők két harmada határozatképes és a vagyon fölött rendelkezik. Zombor szabad királyi város közönségének A Zomborban tervezett „Magyar izraelita nőegylet“nek a f. év october 10én 2120 sz.a. kelt polgármesteri jelentéssel felterjesztett alapszabályai iránti észrevétel fen nem forogván, azok a bemutatási szándékkal elátattak. Miről e város közönsége, oly felhívással értesítettik, hogy ezen alapszabályok idezárt egyik példányát saját levéltára számára tartsa vissza, másikat pedig illető egyletnek kézbesittesse. August 5th, 1871 in Buda On behalf of the Minister Szily István Advisor to the Minister Mr. Antal Konjovic To the Mayor of the Free Royal City of Sombor in Sombor Statute of the Sombor Jewish Women's Association CHAPTER I Name and purpose of the association 1. § The name of the association is "Sombor Jewish Charitable Women's Association" and aims to: a.) helping the poor, especially housewives, taking into account the inability to earn money for widows and orphans b.) creation of reserve capital for contingencies. Establishment 2. § With at least forty members, the association is considered established, starting immediately after the constitutive session. The obligations of the members are extended to three consecutive years and are renewed after the third year. Headquarters and scope of the association 3. § The seat of the association is Sombor, its jurisdiction is limited to the city and has an excellent insight into the state of local poverty Income 4. § The income of the association is as follows: a. annual contributions of regular members and interest on capital paid by the founders b.) gifts c.) possibly bequests or foundations, which may be used in accordance with the wishes of the person leaving the funds or the founders of the foundations For each source of income, the treasurer keeps a separate book and publishes it at the assembly. Reserve fund 5. § According to b.) Of the first paragraph, twenty-five percent of the net annual income shall be used for the formation of the reserve fund. Spread 6. § The promotion of the goals of the association depends on the will of all members, it is especially recommended to use every opportunity to gain new members or receive gifts without imposition. For this reason, every newlywed wife is required to join the association and to collect donations during every important family event such as a wedding, birth or death. The language of administration 7. § The language of administration is Hungarian, however German can also be used in parliamentary debates, and the association's books can also be kept in the latter language. CHAPTER II Members, their rights and obligations 8. § All women who can be indebted to pay an annual contribution for three years can be members of the association. The Association consists of regular, founding and honorary members. A regular member pays an annual contribution of 6 forints over 3 years. A founding member is a member who increases the property of the association by at least 5 forints. Regular membership is available through voluntary entry In this regard, applications can be submitted either directly by the candidate or by a member of the association, always the president or a member of the board. The final admission of regular and founding members takes place by obtaining a majority of votes and by secret ballot of the Board of Directors. Honorary members may be those elected by the assembly by a majority of at least 2/3 of the votes for the recognition of their merits in the association. Non-transferable rights of members: 1. Personal participation in assemblies, the right to initiate and vote 2. Possibility of choice and to be elected The second possibility is an exception when a member of the association is not a resident of Sombor. 3. Representing and recommending the poor for help 4. Recommending new members On the other hand, members are obliged to: 1. The founding members pay the signed amount (in accordance with §§), and the regular members pay the annual contribution monthly in advance. Members who do not pay on time or do not pay at all, can be obliged to pay in court, in which case each member of the association is tacitly subordinated to the jurisdiction of the civil court when joining. 2. To act in accordance with their capabilities to achieve the goals of the association. In the event that one of the members dies during the year of signing, the association may request payment of only the arrears that may have remained unpaid until the time of death. And if a member of the association changes his place of residence during the year of signing, he is not obliged to pay further. CHAPTER III Association management 9. § The affairs of the association are managed and decided by the Board of Directors. 10. § This committee consists of a chairman, a vice-chairman, 6 board members, one secretary and one treasurer. These officials are elected by the assembly by secret ballot. 11. § The management of the association and the management of the assets of the association is the responsibility of the Board of Directors and are responsible for the accurate and credible management of the assets of the association. If a member of the Committee wishes to be removed from office, he shall inform the President of his intention to do so, and the next deputy who received the most votes in the election shall take the place of the outgoing member. 12. § The Board of Directors usually meets every month and can make a valid decision in the presence of at least four members of the Board. The president presides, and in case of impediment, the vice president, and the minutes are kept by the secretary. The minutes shall be certified by the President, Secretary and member of the Management Board. Duties of the board 13. § 1. Recruitment of members 2. Approval of expenses or financial aid up to the amount of ten forints 3. Individual determination of financial assistance 4. Preparation and recording of the general list of associations 5. Cash receipts higher than ordinary expenses and intended for the formation and increase of the reserve fund in accordance with Article 5, as long as the Assembly decides in their favor, shall be invested in one of the public institutions for security. 6. Resolving cases and petitions that do not fall under the competence of the President, except for those that fall directly under the competence of the Assembly. 7. To establish the case management rules referred to in § 20 and to amend them periodically if necessary after approval. Duties of the President 14. § The president represents the association before the authorities and other third parties, and her duties are as follows: a.) convening a meeting of the Board of Directors and the Assembly, b.) chairs the meetings, c.) receipt of documents and correspondence sent to the association, d.) taking over all cash income and handing over to the cashiers for a fee, e.) review of the state of the cash register. In important cases, the president can allow one-time assistance, but it can be only 5 forints per month and must be confirmed at the next meeting of the assembly. The president is obliged to present the activity of the association at the assembly and the results of the same should be submitted in the main excerpt. To present the treasury bill for revision, to make the date of the assembly public at least three days before the session, by presenting the case that will be submitted for consideration and resolution, for the execution and accurate fulfillment of decisions and orders of the board and assembly. Vice President 15. § The Vice President shall replace the President in the event of an obstacle and perform her duties. 16. § All officials, committees and members may be elected and elected for a term of three years. Treasurer 17. § A member of the association who is characteristic (honest) and provides financial security is elected treasurer of the association. The collected money, along with the receipt, is taken over by the treasurer from the president, and the date of collection and value are entered in the books, noting whether the money reached the treasury as an annual contribution, donation or as interest. The costs will be implemented as follows: • Vouchers, which are issued after the decision of the President, and which the President and the Secretary must sign, date and number so that the amount can be released. • At the end of the year, the treasurer is obliged to prepare a duly substantiated report and submit it to the president, so that he can be at the next assembly for the final review. • The money of the association, until the assembly or the board of directors decides otherwise, is kept in the treasury. Secretary 18. § The Secretary implements all instructions and announcements of the Association, keeps a book of minutes and other books of the Association, oversees the archives and signs documents issued on behalf of the Association as well as financial orders of the President, Board or Assembly. 19. § The treasurer and the secretary are elected for three years, but if they intend to resign before the scheduled time, they must report their wish (to do so) in writing to the president, who is obliged to convene a board of directors for the sake of new elections. It is understood that an official wishing to resign must continue to perform his duties until he has handed over his function to his successor and until the board has relieved him of his duties. The obligation of the employees of the association is to keep bookkeeping books and the manner of holding the session will be regulated by special rules of procedure. CHAPTER IV Reserve capital Pursuant to §§ 2 and 5, in order to establish a reserve fund of one thousand forints to be formed and managed separately, the president announces an extraordinary assembly, in order to determine whether or not a charity should be established. Assembly 2.§ The Association holds an assembly annually in December, and each (regular) member is notified of the day of the meeting by an invitation signed by the President. It is chaired by the president or vice-president, and the secretary is in the role of recorder. The Assembly has a quorum in the presence of 25 members and decides by a majority. Assembly tasks 2.§ Election of the Board of Directors according to the procedure set out in § 11. Audit of annual financial reports, reports of the board of directors of the association and discussion of the report of the president on the same and measures taken for the existence and establishment of the Association. Deciding on proposals submitted for the purpose of dissolving the association or amending the statute and other regulations. Proposals for dissolving the association or amending the statute of the association must be submitted to the assembly in writing at least 8 days before the assembly. They are decided by the parliamentary majority. Simultaneously with the decision on dissolution, it must be stated which charitable goals will be promoted with the property of the association. Extraordinary Assembly 2.§ An Extraordinary Assembly is held when 12 members request its holding in writing, otherwise (in another case) it is convened at the request of the Board of Directors. The manner of convening and session must be in accordance with the basic rules (statutes). CHAPTER V Dissolution of the Association 2.§ The dissolution of the association may be proposed at the regular or extraordinary assembly, the convening of which shall be carried out in accordance with the above §. However, resolving and announcing the dissolution requires the consent of two thirds of the members of the association and the approval of the decision by the higher authorities. If at least 2/3 of the members do not appear at the assembly, a new assembly will be announced in 14 days, with two thirds of those present having a quorum and control over the property. A zombori izr. nőegylet alapszabályai
I. Fejezet
Az egylet neve és czélja
1.§ Az egylet neve “ Zombori izr. jótékony nőegylet” és czélja:
a.) házi különösen nőnemű szegények segélyezése kiváló tekintettel a betegek kereseteképtelenek – özvegyek és árvákra
b.) egy tartaléktőke alapitása előre nem látott esetekre.
Alakulás
2.§ Legalább negyven taggal az egylet magát megalakultnak nyilványitja, működését az alakulási közgyülés megtartása után azonnal megkezdvén.
A tagok kötelezettségei három egymásutáni évre terjed, és a harmadik év után megujittatnak.
Az egylet székhelye és terjedelme
3.§ az egylet székhelye Zombor, hatásköre a város területére szorítkozik és a helybeli szegényekre kiválló tekintettel leend.
Jövedelem
4.§ Az egylet bevételei a következők:
a) rendes tagok évi járulékai és az alapítók által befizetett tőkék kamatai
b) ajándékok
c) Esetlegesen hagyományok vagy alapítványok, melyek a hagyományozók vagy alapítók akaratához képest felhasználtatnak.
Minden jövedelmi forrás fölött a pénztáros külön könyvet vezet és azt a közgyűlésben közzé teszi.
Tartalékalap
5.§ Az első §b. pontja értelmébeni tartalék alap alakítására az évi tiszta jövedelem huszonöt százaléka fordítattik.
Terjesztés
6.§ Az egyleti czélok előmozdítása minden tag szívére köttetik, főleg minden alkalom megragadása ajánltván, melynél fogva tolakodás nélkül új tagok szerzése vagy ajándék nyerhetése eszközölhető.
Ez okból minden ujonnan férjezett nő a belépésre felkérendő és a családi életbe mélyebben bevágó események, mint házasságok, születések vagy halálesetek alkalmával az egylet javára gyűjtés eszközölhető.
Ügykezelési nyelv
7.§ Az egylet ügykezelési nyelve a magyar, azonban tárgyalási vitáknál a német nyelv is használható, valamint az egyleti könyvek is ez utóbbi nyelven bevezethetők.
II. Fejezet
Tagok, ezek jogai és köteleséégei
8.§ Az egylet tagja lehet minden nő, ki az évi járuléknak három éven keresztüli fizetésére magát lekötelezheti és tettleg kötelezi.
Az egylet rendes, alapitó és tiszteletbeli tagokból áll.
Rendes tag 3 éven át 6 forintnyi évi járulékot fizet.
Alapitótag az, ki az egyleti vagyont legalább 5 forintnyi összeggel gyarapítja.
A rendes tagság önkéntes belépés által érhető el.
E részben bejelentések vagy közvetlen a belépő által vagy pedig egyleti tag által mindenkor az elnöknőnél vagy választmányi tagnál eszközölhetők.
A rendes és alapító tagok végleges felvétele szótöbbséggel és titkos szavazással az igazgató választmány által történik.
Tiszteletbeli tagok azok lehetnek, kiket az egylet iránti érdemeik elismerésül legalább 2/3 szótöbbséggel a közgyülés ilyenekül megválaszt.
A tagok jogai, melyek másra át nem ruházhatók:
1. személyes részvétel a közgyűlésekben, ugyanott inditványozhatása és szavazás.
2. a választmányba választás és választhatás
Ez utóbbinál kivétel történik ha az egyleti tag nem zombori lakos.
3. Szükölködőknek segélyezés végetti bemutatása vagy ajánlása.
4. új tagokul fölvendők ajánlása.
Ellenben a tagok kötelesek:
1. az alapitó tagok az aláírt összeget (8.§ szerint), a rendes tagok pedig az évi járulékot havonként előre befizetni.
Az évi illetéket nem pontosan vagy épen nem teljesítő tagok a befizetésre biróilag is szoritkozhatnak mely esetben a zombori sommás biróság illetékességének minden egyleti tag az egyletbe belépés által magát hallgatag aláveti.
2. Az egyleti czélok előmozdítására erőikhez képest működni.
Ha valamely tag az aláírási évek folyama alatt meghaláloznék, az egylet csak azon hátralékot követelheti, mely a halálozásig netalán fizetetlen maradt.
Ha pedig egy egyleti tag az aláírási évek folyama alatt lakhelyét változtatja, nem köteles tovább fizetni.

III. Fejezet
Az egylet igazgatása
9.§ Az egylet ügyeit az igazgató választmány vezeti és intézi.
10.§ Ezen választmány egy elnöknő - egy alelnöknő – hat választmányi asszony – egy titkár- és egy pénztárnokból áll.
Ezen tisztviselőket a közgyűlés titkos szavazással választja meg.
11.§ Az egylet igazgatása és az egyleti vagyonnak kezelése az igazgató-választmány feladata és az egyleti vagyonnak pontos és hű kezelésért együttlegesen felelős.
Ha egy választmányi tag ebbéli állásától magát felmentetni kivánja ezen szándékát az elnöknővel tudatja, a kilépő tag a legközelebbi póttag tehát aki választáskor legtöbb szavazatot nyert, foglalja el.
12.§ Az igazgató választmány rendesen minden hóban összegyül és legalább négy választmányi tag jelenlétében hozhat érvényes határozatot. Az elnökséget az elnöknő vagy akadályoztatás esetében az alelnöknő viszi, a ajegyzőkönyvet a titkár vezeti.
A jegyzőkönyv hitelesítése az elnökség, a titkár és egy választmányi tag által történik.
A választmány teendői
13.§ 1. a tagok felvétele
2. Tíz forintig terjedő kiadások vagy segélypénzek engedélyezése
3. a segélypénzek egyenkénti megállapítása
4. az egyleti általános leltár készítése és nyilvántartása
5. a rendes kiadásokat felülmúló és illetőleg az 5.§ értelmében a tartalék alap alakítására és növelésére szánt pénzjövedelmeknek mindaddig mig a közgyülés irányukban határozand, gyümölcsözés végett valamely közintézetbe való teljes biztonsági elhelyezésre.
6. az elnöknő hatáskörében el nem intézhető ögyek, beadványok elintézése, azok kivételével, melyek egyenesen a közgyülés elébe tartoznak
7. a 20.§ban felemlített ügykezelési rendszabályt megállapítani és ezt a tapasztalt szükséghez képest felső jóváhagyás után időként módositani.
Az elnöknő teendője
14.§ Az elnöknő az egyletet hatóságok és más harmadik személyek irányában képviseli, teendői következők:
a.) az igazgató- választmányi ülés és a közgyűlés egybehívása.
b.) az üléseknél elnöklés.
c.) az egylethez intézett iratok átvétele és a levelezés.
d.) az összes pénzbeli jövedelem átvétele és a pénztároknak térítmény melletti átadása.
e.) a pénztár állapotának megtekintése.
Sürgős esetekben az elnöknő pillanatnyi segélyt is utalváyozhat de az ebbéli összegek havonként csak öt forintra rughatnak, és a legközelebbi választmányi ülésben igazolandók.

Az elnöknő köteles a közgyülésben lefolyt egyleti tevékenységét és annak eredményét főkivonatban előterjeszteni.
A pénztárnoki számadást felülvizsgálat végett bemutatni, a közgyűlés napját a tanácskozás és határozat hozatal végett előterjesztendő tárgyak előadásával közgyűlés előtt legalább 3 nappal közhirré tenni, a választmányi vagy közgyűlési határozatokat és megbízásokat teljesíteni és pontosan teljesítettni.
Alelnöknő
15.§ Az alelnöknő az elnöknőt akadályoztatás esetében helyettesíti és annak teendőit végzi.
16.§ A választmány összes tisztviselői és tagjai három évre választhatnak és újra megválaszthatók.
Pénztárnok
17.§ Egyleti pénztárnokul egy jellemes és anyagi biztosítékot nyujtó egyleti tag választandó.
A befolyt pénzeket az elnöknőtől elismervény mellet a pénztárnok veszi át s az átvétel napját, úgy az illető összeget könyvileg bevételezi, megjegyezvén, vajjon a pénz évi járulék, adomány, vagy kamatként folyt -e be a pénztárba.
A kiadásokat ő teljesítí az alább következő modorban:
• a pénztárnok által foganatosítandó elnöki intézkedés, választmányi vagy közgyűlési határozat folytáni utalványoknak az elnöknő vagy helyettesének aláírásával és a titkár ellenjegyzésével, végre az engedélyezés vagy utalványozás kelte és számával kell ellátva lennie, hogy általa az összeg kiszolgáltatthassék.
• A pénztárnok köteles az év végével kellőleg okadatolt számadást készíteni és azt az elnöknőnek kézbesíteni, hogy az a legközelebbi közgyűlés elé végleg és felülvizsgálás végett előterjeszthesse.
• Az egyleti pénzek, míg irányukban a közgyűlés vagy választmány nem intézkedik a pénztárban természetben őriztetnek.
Titkár
18.§ a titkár teljesíti az egylet ősszes fogalmazványait, hirdetményeit, vezeti a jegyző és egyéb egyleti könyveket, fölügyel a levéltárra ls ellenjegyzi az egylet nevében kibocsátott iratokat, okmányokat, továbbá az elnőki, választmányi vagy közgyűlési pénzbeli utalványozásokat, nem különben valamely hatósághoz intézendő beadványokat.
19.§ A pénztár és titkár három évre választatnak ugyan, de ha a kiszabott időnél előbb szándékoznak lemondani ebbéli kivánságukat az elnöknőnek irásban bejelentvén ez az ujabb választás eszközlésére az igazgató választmányt egybehívni köteles.
Magától értetik, hogy a kilépni kivánó tisztviselő elvállalt teendőit folytatni köteles mindaddig, míg utódjának hivatalát át nem adja és a választmánytól felmentést nem nyert.
Az egyleti tisztviselők kötelezettsége a számviteli könyveknek vezetése és az ülésekbeni tárgyalás módja különös ügykezelési rendszabályban fog megállapítatni.
IV. Fejezet
A tartalék tőke
2.§ az 5.§ értelmében alakítandó és külön kezelendő tartalék alap ezer forintra rugván az elnöknő rendkivüli közgyűlést hirdet, oly czélból, hogy meghatároztassék vajjon valamely jótékony intézet szervezése megkezdessék vagy sem.
A közgyűlés
2.§ Az egylet évenként deczember hóban közgyülést tart, a gyűlés napja minden (rendes) tagnak az elnöknő által aláírt meghívójeggyel tudtul adatik.
Az elnöklés az elnöknőt vagy alelnöknőt vagy ezek helyettesét illeti és a titkár mint jegyző szerepel.
A közgyűlés 25 tag jelenlétében határozatképes és szótöbbséggel határoz.
Közgyűlési teendők
2.§ Az igazgató választmánynak megválasztása a 11.§banm foglalt eljárás szerint.
Az évi számadások felülvizsgálása, az egyleti igazgató választmány tevékenységéről és az e részbeni eredményről szóló elnöki jelentés tárgyalása és az egylet fennállásásra és emelésére szükséges intézkedések.
Az egylet fölosztása vagy alapszabályai megváltoztatását czélzó és egyéb alapszabálybeli inditványok és javaslatok fölötti határozat hozatal.
Az egylet feloszlása vagy alapszabálymódosítása iránti javaslatok a közgyűlés elött legalább 8 nappal az elnökséghez irásban benyujtandók. Felettök kétharmadnyi szótöbbség dönt.
A feloszlási határozattal egyszersmind kimondandó, mily jótékony czélok lesznek az egyleti vagyonnal előmozdítandók.
Rendkivüli közgyűlés
2.§ Rendkivüli gyűlésnek vagyon helye midön 12 tag ezt írásban kívánja, egyébbként az igazgató választmány kivánatára is egybehívandó.
Az egybehívás és tárgyalás módja az alapszabályok szerint történik.
V. Fejezet
Az egylet feloszlása
2.§ Az egylet megszüntetése rendes vagy rendkivüli közgyűlésen indítványozható erre az egybehívás a fentebbi § szerint történik.
A feloszlás elhatározása és kimondására azonban az egyleti tagok két harmadának beleegyezése és a határozatnak felsőbbileg való jóváhagyása szükséges.
Ha a közgyűlésen a tagok legalább két harmada meg nem jelennék, 14 napra új közgyülés hirdetendő, azzal, hogy a jelenlevők két harmada határozatképes és a vagyon fölött rendelkezik.

Statute of the Sombor Jewish Women's Association

CHAPTER I
Name and purpose of the association
1. § The name of the association is "Sombor Jewish Charitable Women's Association" and aims to:
a.) helping the poor, especially housewives, taking into account the inability to earn money for widows and orphans
b.) creation of reserve capital for contingencies.
Establishment
2. § With at least forty members, the association is considered established, starting immediately after the constitutive session.
The obligations of the members are extended to three consecutive years and are renewed after the third year.
Headquarters and scope of the association
3. § The seat of the association is Sombor, its jurisdiction is limited to the city and has an excellent insight into the state of local poverty
Income
4. § The income of the association is as follows:
a. annual contributions of regular members and interest on capital paid by the founders
b.) gifts
c.) possibly bequests or foundations, which may be used in accordance with the wishes of the person leaving the funds or the founders of the foundations
For each source of income, the treasurer keeps a separate book and publishes it at the assembly.

Reserve fund
5. § According to b.) Of the first paragraph, twenty-five percent of the net annual income shall be used for the formation of the reserve fund.
Spread
6. § The promotion of the goals of the association depends on the will of all members, it is especially recommended to use every opportunity to gain new members or receive gifts without imposition.
For this reason, every newlywed wife is required to join the association and to collect donations during every important family event such as a wedding, birth or death.
The language of administration
7. § The language of administration is Hungarian, however German can also be used in parliamentary debates, and the association's books can also be kept in the latter language.

CHAPTER II

Members, their rights and obligations
8. § All women who can be indebted to pay an annual contribution for three years can be members of the association.
The Association consists of regular, founding and honorary members.
A regular member pays an annual contribution of 6 forints over 3 years.
A founding member is a member who increases the property of the association by at least 5 forints.
Regular membership is available through voluntary entry
In this regard, applications can be submitted either directly by the candidate or by a member of the association, always the president or a member of the board.
The final admission of regular and founding members takes place by obtaining a majority of votes and by secret ballot of the Board of Directors.
Honorary members may be those elected by the assembly by a majority of at least 2/3 of the votes for the recognition of their merits in the association.

Non-transferable rights of members:
1. Personal participation in assemblies, the right to initiate and vote
2. Possibility of choice and to be elected
The second possibility is an exception when a member of the association is not a resident of Sombor.
3. Representing and recommending the poor for help
4. Recommending new members
On the other hand, members are obliged to:
1. The founding members pay the signed amount (in accordance with §§), and the regular members pay the annual contribution monthly in advance.
Members who do not pay on time or do not pay at all, can be obliged to pay in court, in which case each member of the association is tacitly subordinated to the jurisdiction of the civil court when joining.
2. To act in accordance with their capabilities to achieve the goals of the association.
In the event that one of the members dies during the year of signing, the association may request payment of only the arrears that may have remained unpaid until the time of death. And if a member of the association changes his place of residence during the year of signing, he is not obliged to pay further.

CHAPTER III
Association management
9. § The affairs of the association are managed and decided by the Board of Directors.
10. § This committee consists of a chairman, a vice-chairman, 6 board members, one secretary and one treasurer.
These officials are elected by the assembly by secret ballot.
11. § The management of the association and the management of the assets of the association is the responsibility of the Board of Directors and are responsible for the accurate and credible management of the assets of the association.
If a member of the Committee wishes to be removed from office, he shall inform the President of his intention to do so, and the next deputy who received the most votes in the election shall take the place of the outgoing member.
12. § The Board of Directors usually meets every month and can make a valid decision in the presence of at least four members of the Board. The president presides, and in case of impediment, the vice president, and the minutes are kept by the secretary.
The minutes shall be certified by the President, Secretary and member of the Management Board.

Duties of the board
13. § 1. Recruitment of members
2. Approval of expenses or financial aid up to the amount of ten forints
3. Individual determination of financial assistance
4. Preparation and recording of the general list of associations
5. Cash receipts higher than ordinary expenses and intended for the formation and increase of the reserve fund in accordance with Article 5, as long as the Assembly decides in their favor, shall be invested in one of the public institutions for security.
6. Resolving cases and petitions that do not fall under the competence of the President, except for those that fall directly under the competence of the Assembly.
7. To establish the case management rules referred to in § 20 and to amend them periodically if necessary after approval.

Duties of the President
14. § The president represents the association before the authorities and other third parties, and her duties are as follows:
a.) convening a meeting of the Board of Directors and the Assembly,
b.) chairs the meetings,
c.) receipt of documents and correspondence sent to the association,
d.) taking over all cash income and handing over to the cashiers for a fee,
e.) review of the state of the cash register.
In important cases, the president can allow one-time assistance, but it can be only 5 forints per month and must be confirmed at the next meeting of the assembly.
The president is obliged to present the activity of the association at the assembly and the results of the same should be submitted in the main excerpt.
To present the treasury bill for revision, to make the date of the assembly public at least three days before the session, by presenting the case that will be submitted for consideration and resolution, for the execution and accurate fulfillment of decisions and orders of the board and assembly.

Vice President
15. § The Vice President shall replace the President in the event of an obstacle and perform her duties.
16. § All officials, committees and members may be elected and elected for a term of three years.
Treasurer
17. § A member of the association who is characteristic (honest) and provides financial security is elected treasurer of the association.
The collected money, along with the receipt, is taken over by the treasurer from the president, and the date of collection and value are entered in the books, noting whether the money reached the treasury as an annual contribution, donation or as interest.
The costs will be implemented as follows:
• Vouchers, which are issued after the decision of the President, and which the President and the Secretary must sign, date and number so that the amount can be released.
• At the end of the year, the treasurer is obliged to prepare a duly substantiated report and submit it to the president, so that he can be at the next assembly for the final review.
• The money of the association, until the assembly or the board of directors decides otherwise, is kept in the treasury.

Secretary
18. § The Secretary implements all instructions and announcements of the Association, keeps a book of minutes and other books of the Association, oversees the archives and signs documents issued on behalf of the Association as well as financial orders of the President, Board or Assembly.
19. § The treasurer and the secretary are elected for three years, but if they intend to resign before the scheduled time, they must report their wish (to do so) in writing to the president, who is obliged to convene a board of directors for the sake of new elections.
It is understood that an official wishing to resign must continue to perform his duties until he has handed over his function to his successor and until the board has relieved him of his duties.
The obligation of the employees of the association is to keep bookkeeping books and the manner of holding the session will be regulated by special rules of procedure.

CHAPTER IV
Reserve capital
Pursuant to §§ 2 and 5, in order to establish a reserve fund of one thousand forints to be formed and managed separately, the president announces an extraordinary assembly, in order to determine whether or not a charity should be established.
Assembly
2.§ The Association holds an assembly annually in December, and each (regular) member is notified of the day of the meeting by an invitation signed by the President.
It is chaired by the president or vice-president, and the secretary is in the role of recorder.
The Assembly has a quorum in the presence of 25 members and decides by a majority.
Assembly tasks
2.§ Election of the Board of Directors according to the procedure set out in § 11.
Audit of annual financial reports, reports of the board of directors of the association and discussion of the report of the president on the same and measures taken for the existence and establishment of the Association.
Deciding on proposals submitted for the purpose of dissolving the association or amending the statute and other regulations.
Proposals for dissolving the association or amending the statute of the association must be submitted to the assembly in writing at least 8 days before the assembly. They are decided by the parliamentary majority.
Simultaneously with the decision on dissolution, it must be stated which charitable goals will be promoted with the property of the association.
Extraordinary Assembly
2.§ An Extraordinary Assembly is held when 12 members request its holding in writing, otherwise (in another case) it is convened at the request of the Board of Directors.
The manner of convening and session must be in accordance with the basic rules (statutes).
CHAPTER V
Dissolution of the Association
2.§ The dissolution of the association may be proposed at the regular or extraordinary assembly, the convening of which shall be carried out in accordance with the above §.
However, resolving and announcing the dissolution requires the consent of two thirds of the members of the association and the approval of the decision by the higher authorities.
If at least 2/3 of the members do not appear at the assembly, a new assembly will be announced in 14 days, with two thirds of those present having a quorum and control over the property.
