The wise and much respected N.A. To the Chief Justice, the Consul and other senators and sworn citizens of the entire community of the free royal city of Sombor
In the city of Sombor

Great, respected, respectable, magnificent and generous gentlemen!

His Holiness graciously honored us with the decision to introduce a new Tolerance Tax among Jews living in different communities in an even way until a specific amount is settled and equalized and defined and concretely adopted as valid, and in line with the quota that fits in individual jurisdictions, and the mentioned collection should look like this: in accordance with the attached table, the Tolerance Tax that follows Jews is charged in such a way that it is charged and implemented individually for each Jewish community individually, in such a way that none of them not to be too burdened or too relieved, and that your lordships have the right to assess in accordance with the capabilities of all Jews individually, and that the collection be carried out in a timely manner, and that the amount be determined very carefully, so that none of these communities burdened nor too relieved of fair payment, and it is therefore necessary to adjust the burden in accordance with property status of families belonging to certain communities, so that concrete changes must be achieved in a way that they are neither too small nor too burdensome and that in the end everything fits with the attached table.

Among other things, in the already existing way of collecting the Tolerance Tax there was no modality of fair distribution, so now this is taken into account and His Holiness made sure that the new way of collecting fits in all ways into existing jurisdictions relating to Jews in existing communities, and according to which the Jews are already taxed in the Military and Domestic coffers. Therefore, it is left to your lordship to specify the amount of individual tax collections from individual Jewish families, as well as to ensure that the amounts of these taxes are not recorded in books under the name of the Chamber Tax, and to take into account that some Jewish families are well-off. while others do not want individuals to be taxed in accordance with their abilities, and not at the discretion and judgment of Jewish leaders, but on the basis of the authority of public jurisdiction and to be recorded in the books precisely as the Tax of Tolerance.

In order to achieve all this in a precise way, those in charge of certain districts are required to take strict care that Jews within their communities pay the taxes they owe in a timely manner and that none of them is burdened more than they can bear, and that the persons in charge of it carry out this order fairly and responsibly take into account how much tax they will impose on whom, not allowing the possibility that any of the Jews from their community under the pretext of not staying in that community can avoid paying taxes, but that everyone they are entertained individually, so that all Jews pay the Tax of Tolerance without excuse, unless one of them submits proof that he or she actually resides outside that community and outside the established jurisdiction.

As far as the collection of the Tolerance Tax is concerned, it refers to those who are already in charge of collecting taxes to the Jewish communities, and those who are already in charge of collecting other taxes to the Jews should be in charge of that, and that should be written in the same books. to be clear and precise, and under the order and authority of the public Magistrate, as ordered by His Holiness. Those who are already in charge of collecting various taxes on Jews for that year should be in charge of that, and they are obliged to record everything that is necessary in the existing books that refer to Jews under that specific subject.

The leaders of individual communities have a specific obligation to take care, and it is under their own responsibility, that their local Jews do not change their place of residence in such a way that they do not have insight into it, and to take care and supervise those who want to move to do not change their place of residence before they have fulfilled all their tax obligations.

In other respects, as far as the collection of the Tolerance Tax is concerned, His Most Majesty benevolently orders that everything be done and collected according to the established custom and precisely, so that it fits with other tax collections under the same jurisdiction and those in charge have the responsibility to ensure that The Tolerance Tax and the money from it shall be paid in such a way that it is not mixed with money from other taxes and it shall be clearly indicated that it is money from that specific tax for each month individually and that the money shall be delivered to the nearest Chamberlain. treasury as the amount predetermined for settling that obligation and for that purpose credibly delivered.

As for all those who, in addition to their usual duties, collect the Tolerance Tax and to whom this duty is entrusted, since it does not belong exclusively to the judges of the place of residence, His Majesty generously foresaw that the sum of 2% of the total compensation of the Tolerance Tax, which refers to the final annual amount, whether it is the current year or the arrears from the previous period, and they will be paid this amount individually as a percentage in order to settle their duty to collect this tax to Jews, and that on the hands of the taxes paid by the Jews.

We entrust this highest royal decision to your lordships, and the Local Royal Council also entrusts it as a new decision to be implemented and applied to all duties imposed by the Royal Hungarian and Court Chambers, and it must enter into force from the first month of the following year.

As for the rest, and as for the Jews who live in the free royal cities, and as for the collection of the Tolerance Tax and the taxpayers who should collect it, both in the current year and for the previous period, your lordships as well as city magistrates orders that, as soon as possible, by joint efforts and respecting this order, you decide how, and in accordance with the attached table, Jews living in your local communities should be taxed ....
